1st Meeting of Europeans residing outside their Country of Origin held in Paris

SAE President Stefanos Tamvakis attended the 1st Meeting of Europeans Residing Outside Their Country of Origin held in Paris on September 30 within the framework of the French EU Presidency, accepting an invitation by Foreign Minister of France Bernard Koushner and the Assembly of French Nationals Living Abroad (AFE), a SAE counterpart organization. The meeting, held with the participation of roughly 100 delegates representing countries from Cyprus to Sweden, was attended by Europeans Throughout the World (ETTW) Vice-President and SAE representative in the organization Pascalis Papachristopoulos.

The meeting’s first time objective was to gather the representatives of official European organizations of Expatriates with the purpose of exchanging experiences and viewpoints. The topics addressed in two Roundtable Discussions were “Better Protection for European Citizens” and “Better Experiencing European Justice and Administration”.

“The Expatriates express the true face of globalization,” Koushner stated, referring to them as “the representatives of tomorrow’s world”.

In his address, Tamvakis made a presentation of SAE highlighting both its consultative and assertive role as well as its constructive cooperation with the Greek State reminding that there are also European Expatriates who reside outside the European Union countries. He underlined that the safety and protection of Expatriates, particularly in third countries at risk of natural disasters, political overthrows etc, will have to be ensured through the establishment of a Civil Protection Community Mechanism. Within the framework of the 2nd Roundtable Discussion, he also stressed that the dual nationality issue will have to be taken under serious consideration.

On his part, Papachristopoulos stressed that the EU will have to offer special support to the European Expatriates through the institution of a competent European Commissioner, the establishment of a European agency to record statistical data and considerable economic assistance while, at the same time, supporting the establishment of a Working Group that will monitor developments closely.

This fruitful first meeting of the European Expatriates resulted to the “Paris Resolution” which in brief provides for actions concerning: 

(I) the drawing up of a White Paper on a European Policy of the Europeans living abroad 
(II) the EU Justice and Internal Affairs sector 
(III) the European, Diplomatic and Consular Network 
(IV) internet utilization, with the participation of all European Expatriate organizations 
(V) Health sector 
(VI) European Education 
(VII) Pension Rights 
(VIII) Voting Rights and 
(IX) the EU policy recognizing the Europeans living abroad

Within the framework of the meeting, Tamvakis had a number of important contacts, among others, with European Parliament 1st Vice-President Rodi Kratsa-Tsagaropoulou, former President of the European Parliament Pat Cox, President of “The Europeans Throughout the World” (ETTW) Enrique Baron Crespo and representatives of Europeans living abroad
